Flight Training Student Requirements


Citizenship Documentation

The Transportation Security Administration (TSA) issued new regulations regarding documentation for students in flight training (effective December, 2004). The new rule requires all students to prove his or her citizenship status prior to beginning flight training - for the issuance of a new certificate or rating, or the addition of a certificate or rating, in an aircraft weighing 12,500 pounds or less. While the federal requirements impact only students who are changing their certificate or rating, Palm Beach Community College requires the following for all students enrolled in flight training and simulator classes.

Additionally, non-U.S. citizen flight students must complete a background check process with TSA. While final approval from TSA is not required prior to the beginning of flight training, confirmation from TSA of fingerprints and paid TSA application fees are required. If TSA determines the student is a security threat, the school will be notified, training will be stopped immediately - and the student will not be eligible for refund.

The documentation below will be required before students may begin flight or simulator training that leads to certification.

All students are required to have a PantherCard (PBCC Photo Student ID)

  • The ID must be worn visibly at all times in class
  • The ID must be worn visibly during all flight training sessions at flight schools

U.S. Citizens must show one of the following:

  • Valid, unexpired U.S. passport
  • Original birth certificate of the United States, American Samoa, or Swains Island, and government-issued picture ID
  • Original certification of birth abroad with raised seal (Form FS-545 or DS-1350), and government-issued picture ID
  • Original certificate of U.S. citizenship with raised seal (Form N-560 or N-561), or a Certificate of Repatriation (Form N-581), and government-issued picture ID
  • Original U.S. naturalization certificate with raised seal (Form N-550 or N-570) and government-issued picture ID

Permanent Residents and International Students:

TSA approval is required; the TSA approval process can take 90 days or more to complete: see www.flightschoolcandidates.gov for more details.
