
This chapter "authorize(s) state and local officials to cooperate in establishing and maintaining educational plants that will provide for public educational needs throughout the state." It covers the role of the Florida Department of Education and the use, management, planning, construction and funding of educational facilities in the state.
Part II concerns the use and management of educational facilities and covers many areas, including safety, purchase and lease of property, use of portables, energy efficiency, eminent domain and the disposal of property.
Part III relates to planning and construction. Among its many issues are those related to master plans and plant surveys, building codes, contracting and cooperative development.
Part IV covers funding for educational facilities and includes topics such as capital outlay budgets and budget requests, various trust funds and bond programs, and establishes the Public Education Capital Outlay and Debt Service Trust Fund (PECO).
