QUALITY IMPROVEMENT SYSTEM


What is the Quality Improvement System?
The Quality Improvement System (QIS) is a comprehensive, voluntary early care and education improvement and support system.

Why is it important?
The QIS will enhance the quality of child care so that children birth to five years of age will be healthy and ready to learn when they enter school.

What will it do for my program?
This exciting new program will provide child care centers with quality improvement supports such as:

  • Intensive technical assistance by highly trained Early Learning Coaches
  • Mini grants
  • Educational incentive awards
  • Career Advisors
  • Training
  • Scholarships
  • Wage supplement

Based on improved quality, child care settings will be eligible for quality enhancement payments (increased revenue)

What are the "Six Pathways to Quality"?
QIS programs are assessed and supported in the following areas:

  • Environment
  • Professional Development
  • Staff-to-Child Ratio & Group Size (Centers)
  • Adminstration & Business Management (Family Child Care)
  • Parent Involvement
  • Curriculum
  • Child Development Screenings

Who Supports QIS?

  • Palm Beach Community College coordinates training and education for providers, manages scholarships, the trainer and training Registry (www.pbcregistry.org) , mini-grants for child care providers, and quality assurance for training.  It also provides career advising services.

  • Family Central distributes the quality enhancement payments to child care providers, provides technical assistance to family child care homes participating in QIS, and conducts quality improvement assessments of particpating QIS sites.

  • The Palm Beach County School District (www.palmbeach.k12.fl.us) administers the Early Learning Coach Program, which provides technical assistance to the child care centers.

  • The Quality Improvement System Database ensures comprehensive and consistent collection of data to analyze trends for further growth and refinement.
